Merchant Navy training -college?

Does anyone know where there was a college in Liverpool in the last half of the 19th century, where it was possible to study for Master and Mate certificates for the Merchant Navy, please? I understand there would have been one as exams bcame compulsory after about 1860. It was a picture in a family history magazine showing the one at South Shields that made me wonder about Liverpool.

Conway was for cadets, not for those at the level of mate or master. I suggest the Maritime Museum might have information. Failing that, try the back 'official' pages of Gore's Liverpool directories.
