What sort of establishments were 'Cocoa Rooms'?

... I imagine they were cafes?
On the 1911 census, the husband of my grand-aunt (Thomas Dransfield Vipond) is described as a "refreshment house keeper", his premises being: Cocoa Rooms, 42 Highgate, Kendal. (I've googled the address - it's currently a greengrocer's shop!)

I've enjoyed looking at the ancestors' occupations on the 1911 census returns ... one in particular has me intrigued: it has been transcribed on the 'Findmypast' website as "Cotton Popokers Managing Clerk" and I must say that's exactly what it looks like on the image of the original document! (Sorry ... that's way off-topic: I should probably start another thread!)
