Hello Del,
Don't know if you have checked the census for occupants in 1891 and 1901...

In the 1891 census #25 Kilshaw Street, Everton, is shown as Uninhabited, although the enumerator has erred in writing the head of family from #27 on the same line.

RG12 - Piece: 2949 - Folio: 44 - Page: 36
Address: 27 Kilshaw Street, Everton, Liverpool.
FLEMING, James - Head - Md - 43 - Brewers' drayman - Ireland
FLEMING, Mary- Wife - 50 - Sweet Shop - Ireland
and 3 daughters all bn Liverpool.
FLEMING, Margaret M [14]; FLEMING, Ann [11]; and FLEMING, Elizabeth [8].

In 1901 #25 is occupied:
RG13 - Piece: 3485 - Folio: 42 - Page: 28
Address: 25 Kilshaw Street, Everton.
CAIN, James - Head - Md - 29 - General Labourer - Liverpool, Lancashire
CAIN, Sarah - Wife - 24 - Tailoress, Button Hole Maker - Liverpool, Lancashire.

Just a note re those directories. The 1896 directories would have been prepared probably the previous autumn, about October 1895. It would be worth chasing an 1897 one. Margaret was born in the June qtr of 1896 so there's a reasonable chance the Crosbie family might show up.

There's also the probability that only heads of household are listed. The Electoral Roll would only show the eligible male voters as women didn't then have the franchise.
