Hi,
Would like some advice on how to find Mary Keegan with her two sisters as keep getting wrong information as would like to get birth certificate for Mary Keegan and her sisters. They were born in Widnes. Mary Keegan was born around 1877.
I am happy to visit libraries to find out about this information - which library would be best for me to visit?
Look forward to some advice or tips.

Mary Teresa Keegan b Oct/Dec 1877 ref Prescott 8b 698 ( source FreeBMD ) You should be able to get the b/c from the Govt Reg Office if you think this is the correct one.
A few more details about the family will help the other listers to provide assistance

May I just ask if Mary is with her parents Bernard & Mary & siblings Bernard, Sarah & Ellen.
1881 Widnes?
1891 aged 12 with her widowed father boarding in Halewood. No other kiddies
Added later Sarah Ann 14 servant, Ellen 8 adopted daughter
with Johanna Gleeson wid & family, Widnes
They will be able to help with information about libraries.

Widnes library hold a number of Parish Registers that you will find useful, a list of those held by them ha been put together here http://www.forum.liverpool-genealogy.or ... lit=widnes
When you do place an order always make sure that you state you only want the certificate if the details - ie parents names if you are sure of them - are correct.
Meantime, if you are able to give us a little more information, such as confirming the census information Tina has given, best to give the census in full, including all the children's ages and birthplaces, we may be able to help pinpoint which is the best birth certificate to order.

If Mary and her siblings were all born in the Widnes area their births would probably have been registered in the Prescot District office.
You don't name Mary's sisters in your post so this is the list of possible births from FreeBMD:
All female Keegan births registered in Prescot, 1870 to 1885:
Births Sep 1871: Keegan, Jane - Prescot - 8b - 554
Births Jun 1872: Keegan, Mary Jane - Prescott - 8b - 619
Births Mar 1874: Keegan, Catherine - Prescott - 8b - 629

Tina found a family in 1881 with 2 children from the above list. There is a 3rd child in the household, Ellen bn abt 1880, but there isn't an Ellen Keegan registered in Lancashire so she is a bit of a mystery at the moment. There are 2 Mary Ellens but none in Prescot.

I guess this street 24 Penn Street has disappeared as tried looking for it on google only come up 24 Penn Lane, Halton?

Penn Street appears to be off Earle Street. I am guessing that all that remains in Widnes is Earle Road with Bowers Business Park, Earle Road [WA8 0TA] possibly built on the site of Penn and Earle Streets.
An enquiry to Widnes Library would probably find an old map of the area. Penn Street was there when the 1901 census was taken and the one following.

and yes Penn Street is long, long gone.

The birth cerficate dates I have for sarah ann is 29th may 1877 (18 margaret street) and mary is 27th feb 1879 (9 pleasant street). These could be wrong?

I think there is probably a simple reason for the incorrect dates on the birth certificates that you have - births need to be registered within 42 days of the birth. If for some reason the parents didn't do this - perhaps due to lack of money, then so that they didn't get into trouble they would have given a date within the legitimate timespan.
The baptisms could have been done shortly after the births.
