Findmypast will be adding London Electoral Rolls between 1832-1928 to their list of databases over the coming year.
Ancestry seem to have beaten them to it, however, as they have recently added a collection of Electoral Rolls for London and Middlesex of over 150 million names.
Don't forget that not everybody was entitled to vote and a lot of the names will be duplicated if they remained at the same address year after year.

Well not just substitutes since they would also cover the in-between years, of which there are a lot more than census years!
