regarding the Ellen Draper or Shiels as it says on the baptism this could well be another child of Ann's to have two surnames means she has given the fathers surname as well as her own.. the child was registered Draper Dec 1900 and also died Dec 1900

i guess you could say Hoff or Hougggggggh like when you huff and puff
could do with finding this Ann Hough's siblings marriages
Just found Margaret Freeman living next door to Ann Draper in 1891 she is the lady on Henry Nolans baptism so we deffo have the right woman in 1891.
are there any other Godparents names on Bernard or Charles's baptisms

This thread is showing typical examples of the guesswork involved by ministers/census enumerators etc. especially when the person concerned may have been illiterate.
I would pronounce Hough as Huff, so I would think it the right person. Just my opinion.

I second MaryA on the name. I'd definitely go with Hough as being the 'correct' spelling, while pronounced Huff. Same as Gough pronounced Goff. Oh the beautiful vagaries of the English language!
Anyway Hough fits with this birth which also matches her given age in 1891:
Births Mar 1867> Hough, Anne - W. Derby - 8b - 576.
It looks like she was only 17 when she had her first child James and lost her husband when she was about 21.
Deaths Dec 1888> Draper, James - 27 - Liverpool - 8b - 88.
The above birth gives 2 possibilities in 1871. Parents John and Ann Hough - RG10 /3815 / 62 / 11 and parents William and Margaret Hough - RG10 / 3793 / 78 / 29. Given that Ann named her second child John and her own forename is Ann, I'd be inclined to go for the first couple.
