On the 1901 census, there is a Richard Hughes age 9 pauper at the Cottage Homes, Fazakerley - RG13 piece 3450, folio 101 p.6.
I don't know whether the records are at the Liverpool Record Office - Mary will probably know. They may give you a bit more information about his family.
