In my army research I have come across a regular officer of the Royal Artillery named George Neal. His rank may have been Lieutenant, or Captain, and he was attached to 6th Lancashire Artillery Volunteers as their adjutant in 1898, with a few years possible either side. This unit's headquarters were at Admiral Street, Toxteth Park, and I guess he would not have lived too far away.
Would any of our sleuths be able to find a directory entry for him around that period?

In the 1900 directory we have Lieutenant George Neal RA at 51 Liverpool Road South, Seaforth.
