Liverpool Electoral Registers

Just a quick question.
Were people born in Ireland allowed to vote and registered on the electoral registers as shown on Ancestry?
I'm trying to narrow down a James Cullen from 1894-1895, and if the Irish couldn't vote this would narrow it down.
I'm aware ireland was "officially" part of the UK at this time, so I'd guess yes. :?: :?:

My great, great grandfather was straight off the boat and into the polling booth :lol: he arrived c1879 and although living in a cellar he is on the register for 1879-80. The Irish were British Subjects.
