Who owned the 19th century boarding houses

For queries within the area of Lancashire between the Ribble and the Mersey.

Who owned the 19th century boarding houses

In 19th century census records I have located ancestors and ancestral relatives living in boarding houses. Some are even described as "boarding house keeper". My question is, would the boarding house keeper have owned or rented the property? Either way, how would I go about finding who actually owned a particular property in early and late 19th century Liverpool?

I have a feeling they will be in the archives, try to ask one of the more knowledgeable archivists, perhaps Helena or Roger.
