Would you please post full details from their marriage certificate and also the details of the earliest census you have them on as this may help give us clues as to where to look.
I'm thinking that you may also have Cheshire ancestors, the name "Cattrell" although slightly different in spelling probably derives from the same, is very common in Cheshire and so easy for people to move from one side of the river to the other.

I'm a little confused here as to where the addition of the middle name comes from. I would have expected this to be used at marriage.

In 1871 the family are at 14 Canada Dock Kirkdale

Earlier I saw the family in Kirkdale in the 1861 census but can't find it now.

David is on the 1851 census with his parents Thomas and Ellen. Ellen gives Brinksway as her place of birth so thinking Brincoe Brinksway I looked for their marriage. A Thomas Snape married Ellne Platt at Deane St Mary on 17 Dec 1832 so could it be that Ellen Platt and John Platt father of Thomas C Platt are siblings?

Done a bit of googling and came up with someone some years ago looking for Brinscoe. The suggestion was made that this could be Brinscall which is between Chorley and Withnell and would be handy for Blackburn to become a copper.
Lancashire Police Records are held at Lancashire Record Office. Their index shows 3 called Thomas Platt one of whom may be the one wanted.

I know from previous experience that the records held at the Lancashire Record Office for policemen working in Lancashire (but not Liverpool) are very good. You should be able to find something useful there for around the Chorley and Blackburn areas.

Some thoughts
The family source of date of birth of Thomas may be incorrect memories can be faulty!
The Cartrell appears to be a later addition possible in America
Lavinia died as a small child her death registration is shown on Ancestry
Thomas is shown as a Police Constable in Blackburn not Liverpool
You keep saying Thomas is a police constable in Liverpool so can you give the reference for that as perhaps we have found the wrong person.
As I posted the father of David Snape married an Ellen Platt who could be Thomas' father's sister.

If you look at the 1851 census for Thomas Platt, he's lodging with another Police Constable at a Police station. The following 4 named are prisoners, so its possible he was in transit with the prisoners and was in the Liverpool force.

I would say it's looking very hopeful Brinscall which I found to be a possible for Brinscoe is 5 miles north east of Chorley town centre. Just a case of finding a suitable baptism in the area. Hopefully the police record will give more information.
