Discharge papers survive but don't clear up the IFTC question:

They show that he was transferred to class Z reserve April 1919.

He died 18 October 1919, his papers show that his death certificate was presented and any claim made for a pension was dismissed as his heart disease (VDH) was not deemed to be caused by or aggravated by service.

There is nothing to say that he was discharged from the reserve before his death - however, I don't know if class Z reservists would have been automatically eligible for CWGC. Also, as his papers state his COD was not related to his service it suggests he had been discharged and would not have been eligible for CWGC.

My question for you today is: where was he buried? he died in Liverpool...
