Is there a record anywhere that I could check for a family member who might have been in trouble? From memory she had a close connection with a Probation Officer in Wallasey and it is difficult to see them as friends.

If you are talking before 1900 I would think the old newspapers would be a good place to search.

Where is the person you are seeking info about in the 1911 census? Did any other 'connected' event such as a marriage or a birth occur within that 2 decade time-frame?
