I was also looking at William, of course what I found might be wrong but worth throwing into the mix.

In 1911 born 1886 William Waters, born Everton, in 1st Bn The Kings Own Regt RG14; Piece: 34988; Page: 4

In 1901 possibly the same person at 109 Howe Street, Everton, he is a nephew, labourer in a timber yard, in the household of John and Elizabeth Boylett RG13; Piece: 3474; Folio: 65; Page: 51

In 1891 Howe Street, Everton, in the household of John and Elizabeth Boylett, he is 5 year old nephew and his mother Jessie Waters, widow, sister in law, age 26. RG12; Piece: 2952; Folio: 68; Page: 54

And there is a baptism at Christ Church, Everton on 21 October, 1885 (born 21 September 1885), address 8 Latham Street, parents William and Jessie, occupation printer.
