His parents lived at 21 Houlton St, Liverpool for the 1901 and 1911 census but not William.

His mother was born in Jersey.

I've located William C Foster in the 1901 census, age 5 born Liverpool a visitor at the house of Daniel E Chevalier in Jersey. He would appear to be living with his maternal grandparents.
RG13 5315 p2

In the next census he is enumerated as William Chevalier, adopted son of (grandfather)Daniel E. Chevalier in Jersey
RG14 piece 34921 schedule 62

He obviously served under his birth name of Foster and soldiers' effects shows his pay went to his father Henry rather than his adopted father/grandfather Daniel.

As this soldier was in 10th Battalion, KLR (aka Liverpool Scottish) the archivist to the Liverpool Scottish might throw more light on him. He can be contacted via the Liverpool Scottish Museum website.
