Ancestry has thrown out the below shaky leaf hint for S(amuel) Brown, I can't find him on the 1901 census, his wife Mary Ellen and their young daughter Elsie are with her sister and family:

Thank you very much Vic but I think my question has been answered by a military expert on Rootschat. After my OP and no response despite so many looking at this post I thought I'd put it on Rootschat in the Armed Forces section and look at this reply!!!! Off now to have a look on FMP 
#3406 is very interesting, as he was not in the siege of Ladysmith like 'the rest' of the 1st Battalion. You only know that he served in the 1st Bn on the dates after the relief (end of February 1900) and when the Boer War medal rolls were signed.
Instead of the Defence of Ladysmith clasp he has the Relief of Ladysmith clasp, which is very, very rare in the Liverpool Regiment -
Note to all LFC fans - no the Liverpools were not at Spion Kop.
He also has the Cape Colony clasp which most of the 1st Bn did not get. So either he was in the 1st Bn up to them being on garrison duty in the cape and did not travel to Ladysmith. Or he arrived in South Africa from the 2nd Battalion in the Curragh. If you give the actual dates and places of the marriage and birth of Elsie it will help to clarify this. Also what occupation is given on the two other births?
It is also interesting that he did not receive the Tugela Heights clasp with his Relief of Ladysmith clasp. So he may have been guarding the railway on detachment with another regiment, or as servant to a detached Liverpool officer.
3406 would have enlisted c1891. So his record should be on Findmypast. But I cannot find it.
Added...found him on FindMyPast. He enlisted as Samuel Browne. Married Mary Ellen 1899. His army papers list parents and five siblings. He transferred to the Army Reserve in 1896 after six years with the colours, and was recalled to the 2nd Bn in November 1899, and sailed to the 1st Bn the same month. He must have got off the ship in Capetown - hence the Cape Colony clasp.
