The Burma Star was given to soldiers in WW2. I am assuming from your title that your man is a WW2 soldier. If your man is a WW2 soldier his papers will still be with the Army and have to be ordered from there at a cost of £30 , they have a strict order of next of kin who can apply and it takes approx a year.
