Explanation of Initials

I have been posed the following question, and I can't answer it: " What does, c/c S.C.S.B.W. on a ship's ticket mean, when given as the last address in England for an individual sailing to Canada in 1922." ?
In the same vein: " c/c of Lands Dept. C.P.R. Charing Cross." ?
I would appreciate your thoughts.

I thought the c/c might be in the line of "care of" as an address recipient.

c/c usually means 'Carbon copy' and still does on emails. Whatever happened to all those carbon paper salesmen?
CPR in connection with Canada must mean Canadian Pacific Railways which owned the ships, always known as CPR boats on Merseyside.

Very unlikely !!! But thanks for your humour. Where would we be without a laugh ?
P.S. I am sending my wife to Perth on 16 November for 2 weeks freedom from me. Number 1 son has moved to Christmas Creek (google map it west of Newman. Mining of course. Pay the mortgage off in 3 years.) . He has an apartment from which he flies in/out, (you know the terminology). Offered it to us but I have to stay near the computer in case Sarah Ellen Cahill ( nee Williams) makes an appearance. And contacts me !!
His mother, my wife does not have the patience to hang around waiting for Sarah to call, so she will be in Perth. Watch out for a lady looking lost but with a sign around her neck saying, " I survived Alan."
Tongue in cheek!! A little bit !!

No further developments on the Sarah Ellen front, though.
