Would still births be recorded as births/deaths?

Sorry to be asking more questions.
Searching family graves I came across one for "Child of Lily Roseby" from 1924. I cant find a birth or a death record for 1924 for Roseby that would fit.
Were still births recorded as either births or deaths?
The baby is in a grave with about 18 other (unrelated) people. Is this a paupers' grave?

Stillbirth registration did not come into being until July 1st 1927 before that neither a birth or death registration for the child was required. The child was buried in the next available grave unless the family chose for the child to be buried in a purchased plot.

Prior to 1927 still births will not be registered. They will be recorded in burial registers as for example Still born child of Mr and Mrs. Smith along with the address of the parents. There will have been no service for the child

The closest birth is for Jane nee Goodwill jul/sep qtr 1923 Chorlton rego
as Roseby.
