Hi and welcome to the forum.

www.lancashirebmd.org.uk shows a Christopher W Scrivens married Agnes Lockier in 1894 St Silas, Toxteth Park, not St Giles. This was in 3rd Quarter 1894 Reference Toxteth Park 8b 456. With this reference you will be able to order the certificate online from http://www.gro.gov.uk/gro/content/certificates/ at a cost of £7. However, IF anybody is visiting the Liverpool Record Office they may well do a look up for you. The information from the marriage certificate is necessary as it will confirm the father's names and occupations as well as the occupations, ages and addresses of the couple and details of the witnesses who may also be related.

Perhaps you could give us the details from the 1901 census as it will help those who may be able to assist, please also include the Reference.

Whilst waiting for confirmation of his father's name I would suspect that this is the 1891 census entry.

16 Maitland Street, Toxteth Park
Christopher W Scrivens Head M 43 Policeman Chaceley Worcestershire
Charlotte Wife M 46 Whittington Salop
Christopher W son 15 Shop Porter Liverpool
Rosina daur 13 Liverpool

Using the information from the above, you would be able to search the 1881 census yourself for free at www.familysearch.org.uk

Hiya David....on http://www.lan-opc.org.uk/Search/indexp.html both Lockier / Lockyer and Scrivens first show in St Helens on Merseyside..
Scrivens in 1820`s-.and then in Farnworth ,Widnes in 1860`s.........Lockyer marriage at St Augustine in Everton,Liverpool in 1868 and the groom Robert Dixon Lockyer is from St Helens.......so it would seem a possibility that Agnes Lockier was from Liverpool and Scriven was from St Helens or Farnworth,Widnes...do you have the marriage cert ?...allan :)
