West Derby Union and Allerton Towers Home of Recovery

A former relative of mine was admitted to Whittingham Hospital, on 7th October 1920, having first been examined on 6th October 1920 at Mill Road Infirmary, Everton, where he was classified as a "Pauper Lunatic" formerly of "Allerton Towers Home of Recovery". The completed paperwork dealing with his "Reception" is headed "West Derby Union".

Can anyone please tell me more about:

The West Derby Union's activities in 1920
Arthur's classification as "pauper"
The role of Allerton Towers Home of Recovery in 1920

I think what you need to read up about is Workhouses and the Poor Laws which the West Derby Union oversaw.
