I've found him, I think, in 1861 census as follows

James Palmer 20yrs & 9mnths bn Plymouth
Ordinary Seaman
Beirut Syria
aboard the "Greyhound".

There's a birth in Plymouth sep qtr 1841 for
James William H*land Palmer
