Hi Doedoe.
I think you or they mean 'inferred' county. I believe it means whoever put the data together did not have documentary evidence of the county where a particular place/town/registration district was located, but did know where the town was. A simple example would be say if just Birkenhead appeared in a record without a county, that would indicate an inferred county of Cheshire. It is a supposition by the transcriber, subscriber etc, unsupported by documentary evidence.
