I know they were both alive in 1897 when their son Tom died
I am puzzled, but then that isn't unusual these days.....
We know Rosa was alive in 1901 because she is in the 1901 with her now-married daughter Rosa Shufflebottom.
Thomas and Rosa had a son Tom born in Torquay in 1872. The Tom Combe that died in 1897 was an infant. Did they name another son Tom?

I looked in Anc## records, couldn't find Tom Coombe in their enumerators books for 19@@.
Perhaps Tom wasn't well and someone assumed he was widowed?
Richard is in 19## census W Dby with wife and family also sister Clara aged 27 (see 1891).
Perhaps Rosa was still living her Shufflebottom daughter?

Richard is in 19## census W Dby with wife and family also sister Clara aged 27 (see 1891).
Richard went to South Wales for a wife and brought her back to Liverpool? It's the only match.
Marriages Dec 1901 - Abergavenny - 11a - 73: COOMBE, Richard & MORGAN, Clara.
Can't see his sister Clara with him in the Schweppes though! I think that is because she had married the year before...
Marriages Sep 1910 - W Derby - 8b - 527: Clayton, Rowland & Coombe, Clara.
In 1901 she is boarding with the Matterson family: RG13 / 3438 / 73 / 4.
But no sign of a Shuffle[bottom or botham] either yet 10 years later. Come out Rosa, both of you, wherever you are!

Rosa HESS SHUFFLEBOTHAM the last two words going in the surname box and if you use the reference RD455 (West Derby) and then put the name in the "Other Members of Household" you get a list of

Rosa Hess Shufflebotham is the sister of my g/father Richard Coombe and the daughter of Rosa and Tom , Clara Mildred is also the sister of Richard and the daughter of Rosa and Tom who married Robert Joseph McCarthy
.Tom Coombe who died in 1897 aged 25 was the son of Rosa and Tom living in Candia Street he was a merchant seaman. Clara Mildred married in 1910 both gave Rupert Hill as their address it gets more complicated by the day again thanks or all your help

That's the one. Thomas was actually Thomas Henry according to his marriage: Marriages Mar 1901 - W. Derby - 8b - 519> Coombe, Rosa and SHUFFLEBOTHAM, Thomas Henry.
The Henry looks like Hess and has been mistranscribed into the surname. The fix is in!

Methinks you are asking about Schweppes....
It's a jokey reference to the census whose year we whisper and don't usually publish as third parties to it's content to avoid drawing unnecessary attention to ourselves. In other words it's the one after 1901. I think I once referred to it as the ssshhhhssshhh census and one of our G & T friends immediately thought of the great TV ad of bygone days for Schweppes Tonic! I wonder why?
