It is quite easy to apply for certs from Irleand.
This is the web site.

You download a form print it out and send it off to the adddress given.
I have ony ever given the name area and year as I wasn't sure of the exact date and have not yet been dissapointed.
All the prices and address to where to send it to are on the form.
They now take Credit Cards which has made it much easier to do.
I don't know if everyone is aware but there are a lot of Irish BMD on the familysearch pilot site
